Officers arrested the man, who then refused to walk on his own or get into a patrol car. He insulted officers and eventually spat on one officer. The man was charged with Strangulation of a Partner or Family Member, Partner or Family Member Assault – 1st Offense, Resisting Arrest, Obstructing a Peace Officer, and
